Who is to be blamed for loss of lives at Baga?

It is no longer news that not less that 185 persons (no one has accurate data), including women and children,
were killed during an intense fight between the military and suspected members of Boko Haram sect in Baga, a community in Borno State.

The town which was located near Nigeria-Chad Border was bombed last Friday. It was described by survivors as hell on earth because bullets were flying and rocket propelled grenades were used continuously.

The attack was reported to have lasted for hours with the lucky ones fleeing into the surrounding community in Lake Chad. Both the Local Government official and Commander of the multinational forces agrees with that on estimated number of casualties.

The president is said to have ordered a full scale probe into the incident and "assured" everyone that Nigeria places the highest possible value on the lives of its citizens.  (Hmm? for real?)  and that his administration will continue work at avoiding the killing or injuring of innocent bystanders in security operations.

It is really disheartening when news of Children and defenseless women are murdered (either intentionally or not), everyone is criticizing security persons.

Who is really to be blame for the severe loss of lives at Baga?
